I believe he would simply like a more full-featured conversion of the MS Word document to PDF. One that includes PDF bookmarks to index the various sections would be a good start. It would be better yet if cross-referenced sections were hyper-linked too. That would make navigation much simpler.

Thank you. This is a mistake we saw with the previous CDB 3.0 Specification. We will make sure the CDB 3.1 Specification is properly converted from Word to PDF, keeping the bookmarks.

...Thinking about it, given the number of cross-references, it really does need those to be hyper-linked too...including links to the appendices.
